Missouri DOR –  Motor Vehicle Department

In Missouri, the Motor Vehicle Department (DMV) is run by the Missouri Department of Revenue (DOR). While the Missouri DOR is currently building an online service called MyDMV, which should eventually allow you to complete many driver-related tasks online, for the time being online service offered by the Missouri DMV are very limited, with license plate renewal, address change, and a few other tasks being the only ones currently available to drivers. That means that for most licensing, registration, and other vehicle-related tasks, you will either have to visit the Missouri DMV in person or send a request via mail.

Missouri Driving History

Official Missouri driving histories must be obtained in person. You will either have to visit the Missouri DOR in person or mail or fax a request to the Driver License Record Center. Fees vary depending on whether you visit the DOR in person or send in a request by fax or mail. You also have two different options when requesting a driving record: a personal information one and a non-personal information one. The personal information one includes a history of your moving violations along with personal information, such as hair color, eye color, address, date of birth, and Social Security Number. The non-personal information one only includes your moving violations. You can also go to SearchQuarry.com or another third-party database to obtain an unofficial driving record, which is ideal if you only need it out of curiosity and not for employment, insurance, or legal reasons.

Missouri Driving Test

Driving tests in Missouri are not run by the Missouri DOR but rather by the Missouri State Highway Patrol. There are examination centers throughout the state and for regular licenses you do not need to book an appointment. Rather, you simply show up at their office and take the test that day. However, be sure to arrive early since just showing up before the office closes does not guarantee that you will be able to complete the test that day. Also, keep in mind that if you are applying for a commercial driver’s license (CDL) then you will need to contact the office beforehand to schedule your driving test.

Missouri Driver’s License

If you are moving to Missouri from another state then you can easily exchange your out-of-state license for a Missouri one. Simply visit the Driver Licensing Office in person and make sure you bring with you your out-of-state license, proof of name, place of birth, proof of Social Security Number, and proof that you live in Missouri. Also, if your out-of-state license has been expired for more than 184 days then you will need to apply for a new Missouri license rather than being able to transfer your expired one. If you are applying for an instruction permit or license for a first-time driver then you will also need to bring proof from the State Highway Patrol that you successfully completed a driving test.

Missouri Driver Request Forms

The Missouri DOR has a search feature on its website for Forms and Manuals. However, as the Missouri DOR handles the state’s tax-related issues, many of the forms on the website won’t have anything to do with driving or licensing. Nonetheless, if you know the name of the form you are looking for then the search tool should help you find it without any problems.

Missouri Traffic Tickets

While most driving-related needs in Missouri must be completed in person or via mail, paying your traffic tickets is, fortunately, an exception. That’s because most traffic tickets in Missouri can be paid online through the Missouri Fine Collection Center. To pay online you will need your citation number and a valid credit card (Visa or MasterCard only). Also, be aware that you will need to pay your fine in full and that when you do so you are pleading guilty to the offense.

Missouri Vehicle Registration

You must register your vehicle within 30 days of the date of purchase or, if you are moving to Missouri with a vehicle registered in another state, then within 30 days of arrival. Missouri Vehicle Title Transfers

As with registration, you must title your vehicle within 30 days of purchase or within 30 days of your move to Missouri. For new residents bringing a car into Missouri that was titled in another state, you will need to bring the following forms to a Missouri DOR Driver Services Office in person: proof of vehicle ownership, an Application for Missouri Title and License, current insurance identification card, statement of non-assessment from your county or city assessor’s office proving you do not owe property taxes, proof of Missouri safety inspection, an identification number and odometer inspection, and, if you live in St. Louis City or Franklin, Jefferson, St. Charles, or St. Louis Counties, an emissions test.
